OPAD American Samoa: The Office of Protection and Advocacy for the Disabled (OPAD) is an independent agency of the American Samoa Government, mandated under the American Samoa Code Annotated; Title 14, Section 4.19014.1906. OPAD strives to uphold this and various other federal statutes within the territory, to protect the rights of individuals with disabilities. OPAD is one of 56 other Protection & Advocacy or “P&A” systems operating throughout the U.S. states and territories.  OPAD provides advocacy services, using mediation and intervention methods sensitive to the Samoan and other ethnic groups’ cultural traditions. If in some cases no remedy is found, then legal representation will be sought to assist clients. Services for advocacy are provided through individual representation, educating policy makers, advocacy for groups, information and referral services, rights education and self advocacy training.
